YouTube's Updated Monetisation Rules: What's Changing?

In a significant move to clean up its platform, YouTube has announced a major update to its Partner Programme monetisation policies, effective July 15, 2025. The update targets channels that produce 'mass-produced, repetitious, or inauthentic' content, a category that now explicitly includes certain types of AI-generated content. While the platform isn't banning AI tools outright, it's drawing a clear line between creative, value-adding AI use and low-effort, template-driven content that clogs up recommendations and offers little to viewers. The goal is to ensure that ad revenue rewards genuine creativity and authenticity, not automated content farms.

This policy shift is part of YouTube's ongoing effort to maintain a healthy ecosystem where creators are incentivised to produce original, engaging videos. The update renames the old 'repetitious content' policy to 'inauthentic content' and provides more detailed guidelines for what's not allowed. For creators, understanding these changes is crucial to avoid demonetisation and keep earning from their content.

What Exactly Qualifies as 'Inauthentic Content'?

YouTube's updated policy breaks down inauthentic content into three main categories: generic and repetitive content, off-putting or distressing content, and AI personas discussing sensitive topics. The first category, generic and repetitive content, includes videos that are mass-produced using templates, with minimal variation from one video to the next. Think AI-generated listicles, slideshows with robotic narration, or compilations that simply recycle the same footage without adding commentary or educational value. YouTube's Head of Editorial & Creator Liaison, Rene Ritchie, clarified that this isn't about banning AI, but about curbing 'low-effort cloning' that lacks originality.

Examples of Prohibited Content

To make the rules clearer, YouTube provided specific examples of content that won't be monetised. These include:

  • Similar or repetitive content with low educational value, commentary, or narrative.
  • Videos where characters are put in the same situation over and over with the same outcome.
  • Image slideshows or scrolling text with minimal or no narrative, commentary, or educational value.
  • AI-generated content made with generic templates, without adding the creator's original insights or perspective.

These examples highlight that the platform is targeting content that feels factory-made and interchangeable, not content that uses AI as a tool for creativity.

AI-Generated Content: What's Still Allowed?

Contrary to some misinterpretations, YouTube is not banning AI-generated content from monetisation. Creators can still earn from videos that use AI, provided they add significant original commentary, modifications, or educational/entertainment value. For instance, a synthetic narrator that offers genuine insight over fresh footage can still be monetised. However, an AI voice reading a blog post over stock clips will likely fail. The key is transformation: if you're using AI to enhance storytelling, provide analysis, or offer a unique perspective, you're in the clear. YouTube welcomes AI tools like Dream Screen and autodubbing, and these remain within monetisation scope.

Reused Content: No Change, But Be Careful

YouTube's reused content policy remains unchanged. This policy applies to content like commentary, clips, compilations, and reaction videos. Creators can still monetise these formats if they add substantial original commentary, transform the clips, and provide real educational or entertainment value. Simple re-uploads or minimal edits won't qualify. The distinction is between adding value and merely repurposing content without any creative input. For example, a reaction video with insightful commentary can be monetised, but a compilation of clips with no added context cannot.

AI Personas and Sensitive Topics: A Clear Prohibition

One of the most notable updates is the explicit ban on monetising channels that use AI-generated personas to discuss sensitive topics such as health, legal issues, finances, or politics. This includes AI 'doctors' providing medical advice, AI podcast hosts offering financial guidance, or AI personas giving legal advice. YouTube aims to protect viewers from potentially harmful misinformation by preventing these channels from earning ad revenue. This policy applies regardless of whether the content is AI-generated or not, but it specifically targets AI personas because they can easily scale and mislead. Creators should avoid using AI to impersonate experts in these fields.

Off-Putting Content: Emotionally Manipulative Formulas

The second category of inauthentic content is off-putting or distressing content, which relies on emotionally manipulative formulas to chase views. This includes videos designed to shock or surprise viewers solely for the purpose of getting views, such as fake animal rescue videos or content that mimics existing formats to the point of being interchangeable. YouTube has stated that channels dedicated to this type of content will be removed from the YouTube Partner Programme, regardless of whether the content is AI-generated or not. This move aims to discourage creators from exploiting viewers' emotions for profit.

How YouTube Enforces the New Rules

Enforcement of these policies involves both automated systems and human reviewers. YouTube says it needs to 'better identify mass-produced and repetitious content' because automated tools now churn out near-identical clips at scale. Channels that rely on inauthentic content may meet the subscriber and watch-time thresholds (1,000 subscribers and 4,000 public watch hours in 12 months or 10 million Shorts views in 90 days) but still fail monetisation during review. If a channel is flagged, the primary penalty is demonetisation: ads, Super Chat, and other revenue features shut off until problematic videos are deleted or significantly reworked, and the creator reapplies to YPP.

What This Means for Creators: Adapt and Thrive

For creators, the message is clear: originality and authenticity are more important than ever. While AI can be a powerful tool, it must be used to enhance, not replace, human creativity. Channels that pump out generic content may see a decline in revenue, but those that focus on providing unique value will continue to thrive. The update also underscores the importance of transparency: creators must disclose when they use AI to alter or generate realistic content. Failure to disclose can lead to penalties, including removal from the Partner Programme. As the digital landscape evolves, YouTube's policies will continue to adapt, but the core principle remains: reward content that genuinely entertains or educates.
